Why did our trash bill increase?


Our contract with Penn Waste was set to expire at the end of 2020. Red Lion Borough put the trash service out for competitive bid and by law, must take the low bid. Penn Waste was the lowest bidder for trash service. Increases for tipping fees, labor and recycling disposal all add to the cost of business and is out of the control of the trash hauler.

Recycling Guidelines

The recycling bin is the property of Red Lion Borough and MUST stay at the property if you move!
Place recyclables at your normal collection site no later than 6AM on your scheduled collection day.
For information and complaints about your service, call Penn Waste at 717-767-4456 or visit their website.
Reject purchasing items in excessive packaging; buy those not in a package or in the smallest package possible.  
Reduce the number of items purchased; only buy those that are needed and will be used.  
Reuse items that can be repaired.
Recycle - it is good for you and the community, and it is the law.

In need a new recycling bin? Please stop at the Borough Office on the 2nd floor to recieve one!
For a new trash can, please contact Penn Waste at 717-767-4456.
Penn Waste collects the garbage and recycling in Red Lion Borough.
 
There are two (2) services available. The first is “Full-Service” which is a weekly collection and includes up to six (6) bags of trash, unlimited recycling, and one (1) large (bulky) trash item. The second option is the “Pay Per Bag,” which includes 26 bags for the year and unlimited curbside recycling. Large (bulky) trash items can be collected under this program, but requires the use of one (1) trash bag (attached to the item).

In Pennsylvania certain electronics are restricted by law from being disposed of in the trash due to the toxic metals they contain. The Covered Device Recycling Act (CDRA), Act 108 of 2010, requires the following “covered devices” to be recycled in Pennsylvania:
-Computers
-Computer Peripherals (keyboard, mouse, printer, etc.)
-Computer Monitors
-Televisions

Monday through Friday from 8:00 a.m. to 4:00 p.m. and Saturdays from 8 a.m. to noon at the York County Resource Recovery Center (YCRRC) located at 2651 Blackbridge Road in York.  There is no tipping fee for loads consisting solely of electronics.  If delivering other wastes in addition to electronics during the same visit, the entire load will be subject to the YCRRC tipping fee.

 

Large items such as a sofa, chair, mattress, etc.

You may dispose of one bulk item per week through curbside collection.
For large items to be acceptable, they must be able to be lifted into a truck by two people. Loose piles are not able to be accepted.

Grass Clippings

The preferred option is for residents to dispose of grass clippings by using a mulching mower, composting, or another environmentally acceptable means.  If you have no other options, grass clippings can be thrown in the trash.

Fluorescent lamps are considered hazardous because they contain mercury. To properly dispose of these items, call the York County Solid Waste Authority at  717-845-1066.

Commercial Recycling

Important information for ALL COMMERCIAL establishments in Red Lion Borough:

Regardless of whether you use the Borough's contracted hauler or contract with another hauler, you MUST recycle in accordance with Red Lion Borough Recycling Ordinance #2012-6-03 AND Pennsylvania's Municipal Waste Planning, Recycling and Waste Reduction Act 101.

Commercial, municipal and institutional establishments within a mandated municipality such as Red Lion Borough are required to recycle aluminum, high-grade office paper, corrugated paper, leaf and yard waste, in addition to the other materials that Red Lion Borough requires.
