<p>The TENTATIVE scheduled Street Sweeping in Red Lion Borough will begin March 18th.</p>



<p>As a reminder, the &#8220;No Parking&#8221; signs on delineators will be placed along the streets at least two hours prior to sweeping.  There will be no parking from 6 am to 4 pm.  Once the street sweeping has been completed on that section of roadway, the signs and delineators will be removed, but please have patience with our road crew staff.  </p>

<p>Our contract with Penn Waste is set to expire at the end of 2025. Red Lion Borough put the trash service out for competitive bid and by law, must take the low bid. <strong>Anthracite Waste Services </strong>was the lowest bidder for trash service.  </p>



<p>The Borough has secured a three-year contract for weekly refuse and recycling collection, effective from January 1, 2026, through December 31, 2028. This contract includes the potential for two one-year extensions (see Paragraph XVI of the Specifications for details).</p>



<p style="font-size:18px"><strong>Service Details</strong>:</p>



<p><strong>The service includes:</strong></p>



<ul class="wp-block-list">
<li>Weekly collection utilizing a 96-gallon or 32-gallon refuse container provided by Anthracite Waste.</li>



<li>A 64-gallon recycling container provided by Anthracite Waste.</li>



<li>Collection of one (1) large item per participant.  Contact Anthracite Waste in advance of placing at the trash pick up location so that they are prepared to take it. </li>
</ul>



<p><strong>Annual Service Costs</strong> include the refuse containers which will be provided by Anthracite Waste. You will receive the initial bill in mid-December which will not be due until the end of January. All former pay-per-bag customers will receive the 32-gallon refuse container. All other customers will receive the 96-gallon container. There is no additional cost for the refuse container. <p>The purpose is to recognize an individual’s actions in the following categories:</p>



<ol class="wp-block-list">
<li>Service to Red Lion, either politically or as a private citizen (examples – elected or appointed officials who volunteers time to the Borough as fireman, ambulance personnel, scouting, etc.)</li>



<li>Work in the betterment or development of Red Lion (examples – business or professional growth or work in making Red Lion a better place to live.)</li>



<li>Personal achievement that, while being a citizen of Red Lion, brought honor to the Borough.</li>
</ol>



<p><strong><u>Rules of Eligibility and Nomination</u></strong></p>

<li>Nominee shall be a citizen, or have been a citizen, of Red Lion at time of achievement.</li>



<li>Nominee shall be living (posthumous not acceptable).</li>



<li>Nominations shall include the person’s achievement in writing along with the nominee’s name and address as well as the name and address of the person making the nomination in a sealed envelope.</li>



<li>Prior recipients of the award shall not be eligible for nomination.</li>

<p><strong>2025 Catharine Meyer Award Winner – Wade Elfner</strong></p>



<p>When the Catherine Meyer Award Committee considered the nominations for the recipient of the Catharine Meyer Award they were tasked with choosing someone that has displayed the same interests of development and betterment of Red Lion Borough as did Catherine Meyer, “The Mother of Red Lion”.  For all of the following reasons, and more, they have chosen Wade Elfer as the recipient of this award:</p>



<ul class="wp-block-list">
<li>Wade is a lifetime resident of Red Lion Borough,</li>



<li>He has been a realtor and business owner in Red Lion Borough since 1979.</li>



<li>Wade was welcomed by David Klunk as a new member of the Red Lion Borough Planning Commission on February 16<sup>th</sup>, 1989.&nbsp; In 1992 he was voted Vice Chair and then on January 19<sup>th</sup> of 1998 Wade was elected Chairman and has been filling that role since then.&nbsp; Wade has now been an active member of the Red Lion Borough Planning Commission for over 36 years.</li>



<li>He is also active in Bethany Church.&nbsp; He was instrumental in the service of the Easter meal between 2013 and 2022, was Administrative Council Chair for at least 25 years, and is currently Treasurer.</li>



<li>Wade is a long-time board member of the Red Lion Ambulance Association and currently serves as President and in this capacity has been dealing with the many challenges of providing efficient Emergency Medical Services to the Community.</li>
</ul>



<p>It is with great pleasure that the Red Lion Borough Council award Wade Elfner with the 2025 Catharine Meyer Award.</p>

<p><strong>Penn Waste</strong>&nbsp;currently manages garbage and recycling collection in Red Lion Borough until the end of 2025.</p>



<p><strong>Effective January 1, 2026, all services will transition to Anthracite Waste Services.</strong></p>



<p>Anthracite Waste will provide all residents with a new 64-gallon recycling tote for the new service period starting in December 2025, in anticipation of the January 1 start date.</p>

There is a fee for recycling of televisions.</p>



<p>Another option is The <strong>York County Solid Waste Authority </strong>(717) 845-1066 <a href="http://www.ycswa.com/" target="_blank" rel="noreferrer noopener">www.ycswa.com</a><br>In Pennsylvania certain electronics are restricted by law from being disposed of in the trash due to the toxic metals they contain. The Covered Device Recycling Act (CDRA), Act 108 of 2010, requires the following “covered devices” to be recycled in Pennsylvania:<br>-Computers<br>-Computer Peripherals (keyboard, mouse, printer, etc.)<br>-Computer Monitors<br>-Televisions</p>



<p>Monday through Friday from 8:00 a.m. to 4:00 p.m. and Saturdays from 8 a.m. to noon at the York County Resource Recovery Center (YCRRC) located at 2651 Blackbridge Road in York.&nbsp; There is no tipping fee for loads consisting solely of electronics.&nbsp; If delivering other wastes in addition to electronics during the same visit, the entire load will be subject to the YCRRC tipping fee.</p>

<p>Regardless of whether you use the Borough&#8217;s contracted hauler or contract with another hauler, you&nbsp;<strong>MUST</strong>&nbsp;recycle&nbsp;in accordance with Red Lion Borough Recycling Ordinance #2012-6-03 AND&nbsp;Pennsylvania&#8217;s Municipal Waste Planning, Recycling and Waste Reduction Act 101.</p>



<p>Commercial, municipal and institutional establishments within a mandated municipality such as Red Lion Borough are required to recycle aluminum, high-grade office paper, corrugated paper, leaf and yard waste, in addition to the other materials that Red Lion Borough requires.</p>

<p>In the event of a severe winter storm, the Mayor may declare a&nbsp;<strong>Snow Emergency</strong>. This declaration will be announced on local radio and television stations, as well as on the Borough&#8217;s official website. Snow emergency routes in Red Lion Borough are clearly identified by appropriate signage.</p>



<p>Once a snow emergency is declared, it is unlawful for the duration of the emergency to:</p>



<ul class="wp-block-list">
<li>Park a motor vehicle or allow a vehicle to remain parked on any designated snow emergency route.</li>



<li>Operate a vehicle on a snow emergency route in a manner that causes it to become stalled due to inadequate tire traction (lack of chains or effective tires) or an exhausted fuel supply.</li>
</ul>



<p>Failure to comply with the Red Lion Borough Ordinance may result in fines or towing costs. The fine for a parking ticket issued during a snow emergency is <strong>$50.00.</strong></p>



<p>For a complete listing of affected streets, please consult the signage along the routes or refer to the full text of the Borough ordinance on snow emergencies.<br><strong>No parking on the following streets in Red Lion Borough during a snow emergency:</strong><br>East Broadway<br>West Broadway<br>North Main Street<br>South Main Street<br>East High Street<br>West High Street<br><strong>During a Snow Emergency, you will be permitted to park your vehicle in the Municipal Lots on West Broadway, 438 E. Lancaster Street, Nitchkey Park, and Fairmount Park.</strong></p>



<p>We try not to call a snow emergency because when vehicles are cleared from those state routes, they often end up parked on Borough streets and alleys. This creates significant challenges for our Public Works Department and can make it nearly impossible for them to properly plow and maintain those areas. Ensuring that vehicles are moved to designated parking lots instead helps keep all roads safer and more accessible during winter weather events.</p>

<p>Red Lion Borough&#8217;s Public Works Department is committed to providing safe and efficient winter maintenance for the approximately 28 miles of streets and alleys it manages.</p>



<p style="font-size:20px"><strong>Resident Responsibilities</strong></p>



<ul class="wp-block-list">
<li><strong>Sidewalks:</strong> Residents must clear snow and/or ice from sidewalks to a <strong>minimum width of 36 inches</strong> no later than 12 hours after snowfall ceases. Quality of Life tickets will be issued for failure to comply.</li>



<li><strong>Clearance:</strong>&nbsp;Please help keep fire hydrants and storm drains clear of snow to ensure emergency access and proper drainage.</li>



<li><strong>Obstructions:</strong>&nbsp;Property owners are reminded to keep mailboxes, shrubbery, basketball hoops, vehicles, and other private property from overhanging the street edge. Trees must be trimmed to provide a minimum clearance of 9 feet over sidewalks and 14 feet over streets and alleys, as required by&nbsp;Red Lion Borough Ordinance #25-106. This ensures safe passage for snow plows, street sweepers, and trash removal services.</li>
</ul>



<p style="font-size:20px"><strong>Borough Operations</strong></p>



<p><strong>Winter Storm Response and Procedures</strong></p>



<p>The Public Works Department mobilizes personnel and equipment at the onset of a winter storm. Our primary goal is the efficient and safe clearing of all Borough-maintained roads and alleys.</p>



<p><strong>Plowing Operations and Priorities</strong></p>



<p>Crews follow five established routes. Priority is consistently placed on major routes that receive the heaviest vehicular traffic. While you may observe trucks prioritizing adjacent or main roads, rest assured that all Borough properties, including parking lots and sidewalks in areas such as Fairmount Park, are addressed as efficiently as possible.</p>



<p><strong>Clear Access is Essential</strong></p>



<p>For our crews to effectively clear all streets and alleys, it is vital that the roadways remain unobstructed.&nbsp;<strong>Vehicles that block or impede access will cause significant delays in street and alley clearing operations.</strong>&nbsp;We kindly request residents ensure their vehicles are legally and safely parked during snow events.</p>



<p><strong>Patience and Professionalism</strong></p>



<p>We ask for your patience and understanding during winter weather events. While our teams are trained and equipped to respond swiftly and effectively to all storm circumstances, please remember that personnel require necessary rest periods to operate safely and efficiently.</p>

<p>The Borough is not responsible for winter maintenance on state roads. The following streets are maintained by the Pennsylvania Department of Transportation (PennDOT):</p>
